Most of the online brokers I am aware of allow trading in Pinksheet stocks - trades may take a lot longer though. Specifically, TD Waterhouse (..who absorbed RJT.com..), Ameritrade, and many others.
I would suggest that you ask about fees and limitations when opening an account; also Google search for "discount brokers".
