I agree with what you are saying, but is still a very big project to remove 5,000,000 oz's of gold from tailings. My guess is the BOD thought they could raise the needed funds by going public and the Canadians taught them a hard lesson in Canadian Business practices. There is a good reason most bashers/manipulators are from Canada.
