Reporting is done by the exchanges ONLY if they want to. Therefore you are correct, the RegSho data can(and is probably) incomplete or at least out of date.

I worked with RegSho data for almost 2 years and the reporting, since the beginning of this year, is very poor, because "they" don't want people to know the real short positions in stocks.
