In my experience, fat chance. As soon as you put any significant amount of state funds into such a "rainy day" fund, you start to get politicians running on the platform of giving that money back.
Although it's an entirely reasonable approach, it's almost impossible to keep up in a real world that will always have opportunistic politicians.
