I don't know anything about this but it seems to me if I buy a paint sprayer I don't blame the paint if it does not work. I take it back and get another one.

Another thing you might check is whether URLScan and/or the IIS Lockdown tool have been set to disallow ASP. In IIS 6.0 (Windows Server 2003), you can check for this setting under Control Panel, Administrative Tools, Manage Your Server. Scroll down to Application Server and click on Manage this application server. You will get an MMC dialog like the following:
