This rule change will be huge for traders. "As it stands, the new SEC short selling rules will make it easier to short large-cap stocks since they would do away with the "uptick" rule, which bans short selling on a stock when the price is falling." What will happen now is anybodys guess but to be able to short without having to wait for an uptick will make it easy for momos to short into weakness.
