I could be wrong but #144 Pink Sheet stock shares can not have a legend lifted until the become SEC filing complient. What they need to do is issue common shares and replace #144 shares and hold the #144s to retire the sharee when they become complient. I just went through this with another compan that had to issue shares to replace #144s that were coming off restriction. You can correct me if I am wrong but this is what I just saw take place.
