What ever that article DOES NOT say is probably due to omission by the author. And I'm not the author.
And I can't speak for what the Indian government is going to do, or has done, other that what is defined in the article.
I'm not going to draw any conclusions outside what that article and the others posted here say that they're going to do, OR have done. It says that their DNC list is supposed to be up and running by Sept 1. That date has come and gone. So whatever they decided to do it has probably already been done.
If you want to say that the Indian government has signed up with outside contractors, including Call Compliance, then fine. But for my sake I would need confirmation before I would bet the farm on that. I am not going to invest one penny based solely on anything I read on this forum or any other.
