If the CIK is not updated to reflect the name change of GS Carbon to Seaway Valley, they can't file anything at this point.
Seaway Valley is a legal Entity, person if you prefer. Any person cannot file anything under another persons name unless legal permission is given. Corporations are the same way. I can't file reports for corporation XYZ if I change the name of the corporation to ABC.
