Well, by saying it should be required every year in HS and College, I did not mean to imply that it should not ALSO be taught even earlier - though I don't know about mandatory. I would start at 5 years old, but I'm probably overly obsessed with it.

By the time a kid gets to high school, he/she has some real money from babysitting or some other job - or larger allowances. They are old enough to have a checking account and a cell phone. They are starting to drive. Many are buying their own clothes. So, by that time, mandated learning should be required.
