Homeland Security and the military will ramp up production of FluCide-HP because it is the best and only available rapid response. A pandemic will be the result of a new clade of virus for which there is no vaccine, and for which a new vaccine would be months away from development. In a pandemic situation, a situation where there is a rapid rate of expanding clusters and high mortality, even a non-IND drug that showed great promise and no toxicity would become the first line of defense.
