There are numerous foundations, with numerous different purposes.
If I were to establish a foundation to ensure preservation the Earth's flora and fauna, per se, then I would not be very concerned about the secrecy of the Foundation. Of course, the requirements for secrecy would probably differ a lot if the land were beneficially owned by governments who did not want their business made public.
In this case, the Foundation was set up for wealth protection and management, and ensuring the integrity of the Foundation's privacy is necessary for protecting its beneficiaries' wealth in todays world.
From my understanding, the quashing of wire transfers from Pedro's end, involved the follow-up compliance policies and tracking by three letter agencies (Patriot Act: http://www.msnbc.msn.com/id/13561813/site/newsweek/ ), publicly revealing beneficiaries information and marking them as beneficiaries of the Foundation. While some folks are entirely OK with that, myself partially included, the other angle is that marking beneficiaries would provide direct links to the Foundation, and could damage the integrity of the Foundation for everyone else. Therefore, the lack of wire transfers is Fundacion Pan America policy, and is congruent with its constitution.
However, there are ways around to get around wire transfers, and they are actively working on implementing such options... blazing new trails, while dealing with "respected opposition", is not always easy, but PANAMERSA cannot be stopped.
