Those are exactly the same arguments that are used in favor of e.g. GMED's regime being used to reduce renal dialysis. Has it been adopted? No. Why not? Because even if in theory it is the logical thing to do, it will save money, and it is in the interests of the end user (baby boomers in this case), the vested interests will still be able to preserve the status quo - right up to the point where they go the same way as the dinosaurs...
