The answer depends on what time frame you are talking about. Needs to decisively close past 9.90 relative to the daily charts to be a break out. Needs to close decisively past 15 on the weekly and monthly charts to be a break out. With the daily being so overbought, more likely to see FCEL fill the gap around 8.20--8.55 as volume is more then its 50-day SMA but falling nonetheless and thus not confirming the recent spike up.
