Well, I know Scottrade will let me. I have done it before. Looks like E*Trade will let me too since it let me place the order. I am not 100% with Etrade because the market is closed, but it didn't complain.

Yes, Both Etrade and Scottrade allow you to trade OTC stocks with IRA accounts. I used to trade PTCH.
