The argument used in the past is that he isn't in the US so he feels exempt from the reporting and rules of our government. But, recent events seem to point to him being advised otherwise, lately anyway.

exceo.. this is from memory but i think the rule is that "insiders" can trade 30 days before and/or 30 days after a company PR is released.....
