Could it be that there were no assets just the issued shares?

In Delaware, you pay franchise tax on the shares regardless of assets, that is why many corporations are leaving Delaware and moving to Wyoming; no franchise tax there.

You can do the math if you know the amount of shares issued as of the date of the filing you quoted.
