the important thing most people have to keep in mind
on this,the legislation is about brokerage firms
and others who make money via shorting and their
brokerage firms that allow them 19 days before they
have to cover and than they simply keep acat'ing their
short position among several different accounts they have
if necessary,this is not legislation geared to NITE securities
who make up 70 percent of all otc orders and naked short because they say that is how they are able to execute orders and run an effective market on a productive and smooth level...

this rule is geared more to stop the anthony pacifics,fiero brothers,maybe stock lemon and these others that short stocks that go from .20 to 4.00,it really is not about the naked shorting of a 3 cent pink sheet stock that nite knows will never go back on the otc market and has no intention of ever covering...
