We often come to false conclusions not understanding simple terminology.

Unfortunately, just releasing a PR stating the bond has been posted, without supplying corroborating evidence, will not have much impact. Hopefully, any PR that might be released will be vetted by appropriate personnel (e.g., legal counsel, professional IR firm, etc.) to ensure (or at least improve the odds) that it is received positively by the market. JMHO
