I totally disagree that the partners couldn't buy... If I had $1,000,000 in my account im sure I could put a buy limit order in at .0165 and get filled maybe I would keep the orders at 2 to 3 million shares each trade, but im sure the MM's would fill my order, even if I had to take partial fills and as the ask went up I raise my limit order until I get my shares I wanted for that day... yes if the partners are looking for a single 50,000,000 share fill at the ask they might have an issue, so they need to adjust...

JMHO.... I feel a 7:30 pinksheets filing coming... (of course just a WAG)
