A public defender is assigned to your defense if you do not have the means ($) to hire a lawyer. It is possible to get a Public Defender while having the means to hire a lawyer, although it is not exactly legal. Through happenstance long ago I managed to get a Public Defender while having the means to hire a lawyer.
