It's not clear it is a fault with the graphics chip as it indicates that there was a faulty BIOS applied by the board manufacturers and there is a fix available.

If the card is defect free then no problem, just apply the patch. But what if it's a defective one that slipped through? That's what the test is supposed to catch. If this test is just for the card and not for the graphics chip then AMD is off the hook.
