I used the SEC criminal complaint form. I figured it might get more attention then the standard complaint. It allows you to just send an email listng you complaints, any suspicions, evidence etc. Even Tustin called Russell about that last microsecond trade. I notified Tustin of my intentions, but never got a reply. Like you, I doubt if it will do much good. At least I did something.
