I don't think we know for certain that the shares received by Chang were restricted. I also don't think he qualifies as an officer or director of the company--at least he's not listed as such--so no filing is actually required for purchase or sell.
If Chang did what is rumored, he took advantage of the company and hurt it and the shareholders, but nothing illegal IMO.
