The next few weeks should settle it. PLYCF doesn't have most of the traditional tell-tales of a scam (A/S has been steady for a long time) and there have been plenty of opportunities for smart traders to make money off it.
But you're right--Stewart has kept virtually none of his promises. Everything is delayed, delayed, delayed. I follow the stock and have been in and out of it several tmes (sometimes leaving green, but red after that disasterous conference call a few months back).
The attitude of the mods is unfortunate.
