You are only talking about the BIG institutions that wont touch this under $5. All private money, which is the big money these days anyway, pretty much can play any stock at any price long or short according to their charter. In other words, if a big PM at a big fund leaves and starts his own biotech hedge fund, he can buy as many shares of a stock like PPHM as he wants. Your concerns over the share price and how that relates to certain institutions is unwarrented IMO.
