I view it as the parties being in paperwork mode to sort out the transfer of cash and shares. Bryan has resigned as President and Mr Zhan has already been appointed according to the filing - it is this that makes it clear that this is a done deal IMO and everything else relates to due process in the transfer of cash and shares.
