You're right, there is a lot of speculation in that report but the expectation of much higher volumes is pure speculation too, given AMD's track record. Considering the relatively low output of AMD's fab and the claimed high demand, AMD should have no problem supplying much higher volumes in the absence of manufacturing problems. Something doesn't add up here and manufacturing problems is one possible reason, among others. However you look at it they can't have both high demand and low output unless either something is not as it appears or they just don't want to make money.
