I doubt anyone who was familiar with the stock knew about the uplisting. It wasn't posted on any forum until the close.

Well, I follow the stock every day and wanted to add some at these prices... but missed the last hour of trading (kids...) and also didn't realize about the uplisting until I saw it at the board. NNVC hasn't a lot of followers apart from us (already invested), If I wasn't aware, why should the others? 40 minutes it's too little time to get a reaction (even with good news this stock takes hours to react sometimes...) Tomorrow should be the day. Just my opinion...
