My guess is they dumped a lot of shares prior to the R/S. There was quite a PR run which drove the stock price up quite well. Before they were on the OTCBB they could sell without notification.
I would be willing to bet that filing is the last of the shares the investment company holds. I would say a big news PR is coming and they will sell whats left into the news.
