$25 million is not going to buy a lot of manufacturing capacity in the USA or Germany. The facility and high-tech equipment is too expensive.
The money will be better spent increasing the capacity & technical expertise of an existing manufacturing plant.
Possibly leveraging several licensing agreements with Tier I & II automotive manufacturing plants. This would help solve the ISO issues.

Apparently LTC has unique product; not a high-speed manufacturing process. Let the other guys fumble around for the massive purchasing power of the automotive industry. What these battery producers will find are thin profit margins, major carrying costs, endless spec changes in the products, and constant demands to lower costs.

LTC's money could be focused upon the "power generation industry". Produce the battery and let the OEM's engineers figure out how to squeeze the batteries into their equipment.

Google search "power generation" and you will see LTC's future.
