Yes they are. But still not in the range of Centrino/Pentium-M. According to this http://www.amd.com/us-en/assets/content_type/white_papers_and_tech_docs/30430.pdf
on page 15, the 2800+/3000+/3200+ all have a TDP of 62 watts. Centrino/Pentium-M is at 25 watts. Now true, the new A64s can run at 13 watts, but that is at 800 MHz.
