Correct me if I am wrong here but the system acts like the us market, for you to sell someone has to buy, however to buy right now, you can buy directly from the foundation until the outstanding PDR's are purchased? Then to buy someone would have to sell?
I would figure there is a finite number of PDR's (although that could be increased as assets increase) and once they are all purchased they will be traded back and forth.
