In this case, the Medallion Signature is verifying your BROKERS signature. So yes, it is indeed appropriate.

The only medallion stamp you'll need from TDA(your broker)is on the form stating how many shares you owned at the time of the CWR land divy.(Dec 20,2006)

For the cert transfer, ANY BANK with a national presence in the USA can supply you with a medallion stamp certifying your signature and therefore ownership of the certs you want to transfer.

They are two entirely different processes asking for two entirely different certifications of entirely different information.

It is a bit confusing, I know.
