The Florida Keys Marine Sanctuary controls everything from the shore to a depth of 300 feet of water from the beginning of the Keys to the Dry Tortugas. Fishing, Diving, Treasure Hunting etc.. They have a book about an inch and three quarters thick, with all of their rules and regualtions, They are the agency that oversees all treasure salvage.
