I apologize in advance for butting in, but the possibilities of oil companies starting up in Russia is endless.

New oil companies are actually quite welcome in Russia as long as they strictly adhere to federal and local rules, they gnerally do quite well. If one wants an example, look at Imperial Energy who recently had an issue with its license but was able to resolve the problems by working with authorities. There are plenty of untapped resources in Russia that the government is happy to allow people to develop as long as they pay their taxes!
