This is actually very much true! The Russian oil and gas industry is still nearly 70% private contrary to public belief. Russia understands that it needs foreign partners to help extract its resources which are becoming more difficult to get at as their fields age. The recent events sorrounding license revokations for Western companies have come at a time that Russian companies are also facing greater scrutiny.
