Price is moving down...resistance at .0345 has sent it down to .0325 (down from the open as well)....anyone buying more or holding on? Setback?

Has anyone heard of such a thing. My friend opened up a brokerage account with his bank WACHOVIA and he was trying to place a trade but they said he could not do it unless the stock was above 2 dollars. So he had to call in and they charged him 150$ to make the buy.
