I don't know about that. India does have some very nice, state of the art healthcare facilities and a good supply of Western-educated doctors. In fact, some Westerners travel to India for major medical treatments because the cost savings more than offsets the travel and vacation expense.

The "first in man" clinical trial for JNJ's Cypher DES was done in Brazil, if I remember correctly. It's common for phase I studies to be done all around the world.
