IMO, This dividend is to chase out any short position within the companies stock. It doesn't have to be a large dividend to work. It most likely will be less than .0001 a share, but I may be wrong.
Just figure if you were someone that has shorted say 10 billion shares of this stock and you were facing having to pay just .00001 per share as a dividend to all that currently held the shares in which you shorted. That would be $100,000 and you still have the shorted shares to possibly buy back or even possibly pay another dividend or two on again. OUCH!
