I am not an expert in this area, so I don't know the details. Hopefully we will hear some of them in a PR or at the agm, which another poster indicated is on 6/5/07.
I found this definition on the web for IDIQ contracts:
"Indefinite Delivery Indefinite Quantity. An IDIQ is a type of "procurement vehicle" or contract. With an IDIQ vehicle the government allots a certain amount of money for purchases it will make with specified vendors, but leaves open the dates the purchases will be made and the exact quantity of each item that will be bought. The contract ends when the money is gone; but the agency may extend the IDIQ if it chooses."
What this means is that there is no specific delivery schedule, but DoD can spend up to $118MM through DIGF without having to itemize purchases or get further approval for those purchases.
My take is that the money WILL b e spent. Thee is also a possibility of extension and more funding. Looks good to me.
