You're right, but I believe that the effect on markets will be a quick one then forgotten unless it is found to have spread far and wide. It's effect on beef related stocks (beef stock <g>) may be different. Many in England avoided eating any beef for over a year.

I lived in England during the height of the problem, ate some but not much beef. I cannot give blood on blood drives because of the time period I was there. One of the big big problems I saw was the lack of available detailed information. It is a big brother "we are watching over you don't worry, the experts have the details, we don't need to share it with the public" attitude over there. Though the popular news gets the same treatment here, it is possible to dig deeper and get the true story so the false rumors tend to be squashed a little better.

Here and now there is a much better chance of isolating the problem immediately and getting factual information out quickly.
