I think that the prevailing reason for referring to JF as a crook is more that we view him as dishonest. He makes way too many claims of deals in the works that never pan out. He seems to have way too strong of a trend toward reverse splits, which indicates that he is incredibly inept at running a company, or has just figured out how to use the system to make money for himself by continuously duping unwary investors. So, not so much is he a crook but he certainly comes off as extremely unethical and dishonest.
