So actually it looks like the company sold 2 billion newly printed shares in the last 5 months. See for yourself it's from the IBOX on this site. There was only 102 million shares outstanding on 12/19, now there's over 2 billion shares. When they max out at 3 billion shares they'll just raise the authorized share count up again for 4th time in 5 months.

Management of this company can print as many new shares as they want. A few months ago it traded for pennies because they just did a 1 for 50 reverse split and it took them a little while (Five whole months) to flood the market with 2 billion new shares.
