If a Pink sheet company is registered with the SEC and have ever filed anything, they are eligible for SHO threshold list if the FTD's are over .5% of the outstanding.

To find out if there are shorts a company can check the OTC Equity Short reports that come out each month.

To figure out if there are FTD's a company can use a few months of NOBO and OBO lists and compare those to the DTC sheets to figure out the numbers and identify where the fails are coming from. That can take a lot of time and effort but if the float is very low, the majority of shares are held in cert form and/or certs have been ordered but not delivered, buyins can be forced.
