"DO" is present tense. "They" apparently refers to Titan.

The well designated "Stanley 1B" produced oil during February and March, 2007, according to the reports filed by the operator, Tejones. It is currently shown as "plugged" on the T. R. R. C. map (which may or may not be up to date). Titan is not, and has not been, producing any oil. One of the wells in which it has/had an interest produced some oil during February and March. What is hard to understand about any of this?

What is really hard to understand is why Titan will not clear up any of this information, won't explain its current interest (if any) in Stanley 1B, and won't say how much it received from the oil disposed of at that site. Or do you find that perfectly natural?
