At least it shows they are still pursuing the Syrian refinery contract.

Remember, we still have a competitor for Syria project - “Noor” from Kuwait. “the technical and economic feasibility study for the preparation of the contract for the construction of the refinery without tender” means that NWOG doesn’t expect that Syrian Government will consider any alternative bids, and the deal will go directly to NWOG – as it was agreed during Assad's meeting with Putin. Whether Syria agrees with this wording now… remains to be seen.

How I read it is that they have submitted a bid with details on how they will execute the plan to completion of the refinery in Syria.
