I think you are thinking of short selling, not naked short selling...it is illegal to naked short sell...no matter who you are.

and NSing is only allowed to provide liquidity..
it is often abused, as you can see by reading the SHO list, if a stock is listed on it? it means the stock has been NSed beyond a threshold determined to be reasonable ....
