You made a very good call on the one you speak of. I am accumulating one in a very big way right now...looking for a real nice play in the short term...The affect of market price of oil on Energy stocks in penny land IMO only comes into play when the penny stock has verifiable reserves or prospects in the case of Exploration Corporations. If you read between the lines, most tickers, including this one, blow alot of smoke about how much oil, coal, or natural gas, they will have IF...when it comes right down to it...it is speculative and not verifiable.
