Actually he can buy as many 25 million share blocks that he wants if he meets certain rules.Artfink posted the rules earlier and it was clear that this could be the case.

He can actually buy more than that if block buys. Once a week can also buy any amount in blocks. I will try to find the link for you to the rule.

Except, it's not regulated. BKMP could have gotten all but 1 share today and nobody would have blinked an eye. And block trades comepletely nullifies that 25% rule.
